Sharon Chargualaf indicted for defrauding food assistance program

April 16, 2021- Tamuning, Guam- Sharon Afaisen Chargualaf was indicted today by the grand jury for Theft as a Second Degree Felony and Unlawful Use of SNAP Benefits as a Third Degree Felony, both with the Special Allegation of Crime against the Community attached. She was also indicted on charges of Tampering with Government Records as a Third Degree Felony and Official Misconduct as a Misdemeanor.

Chargualaf was a former Department of Public Health and Social Services employee who is accused of defrauding the Supplemental Nutrition Assistance Program (SNAP) benefits of Peter John Chargualaf during her employment.
The SNAP program benefited over 20,017 Guam households with food assistance in fiscal year 2020. Recently, the program saw an increase in maximum monthly allotments because of the pandemic.
The defendant will make her first appearance and enter a formal plea of ‘guilty’ or ‘not guilty’ at her arraignment hearing scheduled for April 30, 2021.

A Grand Jury is made up of 16-23 members of the community who hear evidence and decide whether there is reasonable cause to believe that an accused has committed a crime. At least 12 grand jury members must agree that reasonable cause exists in order to return a True Bill.
