Permanent Injunction against GBHWC lifted; judge satisfied with federal compliance

November 19, 2019, Tamuning, Guam- District Court Judge Consuelo Marshall vacated the 2005 permanent injunction against the Guam Behavioral Health and Wellness Center (GBHWC), granting the request for relief from the injunction filed by the Office of the Attorney General (OAG).

The court acknowledged the improvements at GBHWC, but noted that there remains more to accomplish. The OAG will continue to assist the GBHWC, ensuring that all federal and local standards regarding services for persons with disabilities are met.

“The goal of all the parties involved in this case was and remains to make sure that our Government provides proper care to people with disabilities,” said Attorney General Leevin Taitano Camacho. “We are glad that the court recognized the great strides the Guam Behavioral Health and Wellness Center has made and will continue to do our part to ensure appropriate services for consumers are provided.”
