Jury finds Normandy Ilagan Penaflorida guilty of touching and kissing victim against her will

July 29, 2021- Tamuning, Guam – After trial, a jury found Normandy Ilagan Penaflorida guilty of Fourth Degree Criminal Sexual Conduct (CSC). Under Guam law, Fourth Degree CSC is a misdemeanor offense for first time offenders.

During trial, the victim testified that the defendant touched her butt, kissed her on the lips, and told her she looked “so sexy.” The defendant admitted to police when they initially interviewed him that he told the victim not to tell her father because he “knew what he did was wrong.”

Penaflorida faces up to one year in jail for his crime and must register on the sex offender registry for the rest of his life. The People intend to argue for the full term of imprisonment during the sentencing hearing scheduled to take place on October 05, 2021, before Presiding Judge Alberto C. Lamorena III.

Prosecuting Attorney Rolland Wimberley said, “The victim showed real bravery in speaking out against what the defendant did and being willing to face him. We commend her bravery.”

The jury found Penaflorida not guilty of Second Degree Criminal Sexual Conduct as a First Degree Felony.
